Remove the sticker from the fan and drop a little lubricant into the opening opening. Drive the fan blades to allow the lubricant to be distributed along the axis. After that, the blades should rotate freely.
If you find a plug under the sticker, then remove it from the nest and gently pull out the locking ring. Remove the blades from the axis and wipe both elements with a dry rag. Lubricate the rotation axis and collect the fan.
